Facilities & Services Located at Thomas Bull Memorial Park:
The Thomas Bull Memorial Park is currently the largest developed park in the County’s Park System, spanning over 719-acres. The development of the park was initiated in 1965, with the acquisition of four dairy farms, resulting in the construction of a picnic grove and 18-hole championship golf course and lodge to be named Stony Ford Golf Course. In 1965, the park was officially renamed the Thomas Bull Memorial Park, after one of the earliest settlers in the County. The County Legislature approved the naming of the park, after descendents of Thomas Bull donated 189-acres of land to the county adjacent to the original County park, presently referred to at Hill-Hold Museum. Over the next several years, many new recreational facilities were added to the park to provide opportunities for individuals to participate in ice skating, skiing, tennis, boating, fishing and equestrian activities.
In most recent years, an Arboretum has been developed at this location and is a magnificent site that attracts visitors from all over. On any given day of the week, Thomas Bull Memorial Park has a variety of activities taking place. This facility is a great example of the many benefits that Orange County’s Parks System has to offer.

The Administration office is open Monday to Friday from 9:00 a.m. – 5:00 p.m. Shelter reservations and inquiries pertaining to special events, parks and facilities and group tours can be made during this time.

Horse Riding Arena:
Horse Show Rings: Two rings, a 300-ft. by 125 ft. and a 200-ft. by 100 ft. serve open horse shows throughout the season. A permit and insurance are required. See Fee Structure for list of rental charges.

Groups must supply their own licensed electrician for any approved electrical connections to tents, concessions, etc. These additional fees will be billed to the groups after the show is over and must be paid promptly before another permit will be issued.
- Horse show rings and show shelter: An approved permit and Certificate of Insurance with coverage of at least one million dollars of liability coverage is required. The Certificate shall name the County of Orange as additional insured for all events. **A $400.00/day DEPOSIT to insure total cleanup (separate checks) is also required. The deposit check will be returned only if all manure, shavings, bedding and any and all refuse of any kind from the event(s) is removed from the shelter, stalls, immediate area and any park premises effected by this event. In the event the complete stall shelter is not reserved, the show sponsor or manager, may rent the individual stalls at $10.00/day/stall, plus fee for cleaning and bedding, if applicable. Collection of all fees will be the responsibility of the show manager, who must remit said $10 fees to the County Parks Office within 72 hours of the show. Complete clean-up of the stalls and removal of straw, shavings and manure will be the responsibility of the show manager. The individual show deposit will be forfeited if the stalls are not totally clean. Show sponsors will be responsible for providing dumpsters or roll-offs for stall shavings, manure, etc. and emptying same.
- Installation of tents for additional portable stalls:
- Electricity charges $10/day for stall lights, etc.
- Electricity charges for food concessions $20/day per concession stand
- Overnight campers on grounds $7/night/camper. No electric or water hookups to camper unit are permitted, unless authorized by Commissioner.
- Occupied horse stall cleaning fee $10/stall. Done at end of show after stalls are removed.
- Repair of damages, seeding, etc. – at our cost. (Materials plus labor)
Government sponsored horse show events such as Cooperative Extension, 4-H, etc., if requested, may use the facilities without charge; however, a cleanup deposit is still required.
David A. Pardy Tennis Center: Six fast dry Har-Tru courts are available for daily play from approximately Memorial Day to Labor Day, weather permitting. After Labor Day the courts will be open for limited hours as posted. For group/league reservations, please call 845-457-4910.
Fishing: Fish are stocked annually in the pond for everyone's fishing enjoyment at no charge. Bring your own equipment and bait. Fishing licenses are required in accordance with State Law.
Boat Launch: A car-top boat launch access area to the Wallkill River is located in Thomas Bull Memorial Park in Hamptonburgh. The area is located off Grove Street within the park, and is open daily from 8 AM to dusk. The river is accessed by walking the boat down a set of steps into the river. There is a small parking area near the boat launch, and trailers are prohibited in this area. Car-top boating refers to the recreational activity of boating via non-motorized watercraft that can easily be placed upon, transported, and removed from the roof of a passenger motor vehicle. The term has come into use to clearly differentiate between less intrusive hand-portable watercraft and large, more intrusive watercraft that require boat ramps to launch. Boats that fall into this category include most canoes and kayaks as well as small rowboats, bass boats, sailboats, and inflatable boats. Graham M. Skea Recreation Center: Food concessions at our restaurant are available for daily service, plus pre-arranged banquet service. Interested groups or individuals must secure a permit and pay the associated permit fee for use of the facility. Arrangements for banquet service should be made directly with the concessionaire. Outside food brought in by groups or caters is not permitted, as our concessionaire has an exclusive food/beverage agreement for this location. Food/Beverage service must be arranged with our concessionaire – call (845) 457-8109. Occupancy is limited to 145.

Boathouse: Hours limited to no later than 11 p.m. For permit information - call (845) 615-3830. Capacity is limited to 48 persons. Features include; air conditioning, fireplace, kitchen and pond side views. Parking in the driveway is not permitted for safety reasons. Please use paved parking lots.
Pond Area Shelter: This popular picnic shelter with a paved surface is located alongside the five-acre pond and Boathouse, just a short walk from the parking area. It is ideal for small groups or family outings and is also near our tennis court facilities. *A permit fee is charged for use of the shelter. Permits may be obtained by phoning (845) 615-3830. Shelter occupancy is limited to 60. Electricity is available at this location.
Picnic Grove and Sally’s Dream Playground: A 20-acre area includes charcoal grills, picnic tables, shelter, playground equipment, active game field area, comfort stations and parking area for 150 cars. *Group users of 20 or more require an advance permit. Permits may be obtained by phoning (845) 615-3830. There is no charge for individual or family use, pending availability. Shelter use is on a first come, first used basis on weekdays for children’s groups, if the shelter is not reserved. Fee may be waived by the Commissioner for senior citizen groups on weekdays. Shelter occupancy is limited to 96. The shelter has electricity and a paved surface.
Group Picnic Areas:
Day Camp Area: (I) A 50 acre open area suitable for large group gatherings includes 120 foot by 40 foot shelter building, charcoal grills, picnic tables, shelters, playground equipment, play area, active game area, comfort station, softball field and ample parking. This area is limited to groups of over 200 for the months of June, July and August. This shelter has electricity and a paved surface.
Group Picnicking Area: (II) An area attractive to groups of 100-200 (maximum) includes grills, picnic tables, play area, comfort station, softball field, volleyball and ample parking. Occupancy of shelter is limited to 200. This shelter has electricity and a paved surface.

The County opened its first dog park during the fall of 2007 at Thomas Bull Memorial Park. This fenced-in off-leash area is approximately 1.5 acres and features separate areas for "Small Dogs" and "All Dogs," water fountains, benches and shade areas. The landscape of the park has contrasts of flat open areas and rolling hills for dogs of all sizes to enjoy. This is a great venue for dogs to socialize and exercise. The dog park is open to the public, 7 days a week from 7:00 a.m. to dusk.
